Acestea se pot sintetiza astfel:&lt;br /&gt;&lt;br /&gt;- Terenul trebuie sa fie in Intravilanul localitatii. Pozitia acestuia in extravilan presupune introducerea in prealabil in intravilan prin aprobarea de catre consiliul local a unui Plan Urbanistic Zonal. Acesta practic creaza un regulament de urbanism cu privire la terenul in cauza. &lt;br /&gt;&lt;br /&gt;- Terenul trebuie sa nu fie in circuitul agricol. Atentie! Un teren poate sa fie in circuitul agricol, desi este in intravilan, scoaterea sa din circuitul agricol fiind extrem de anevoioasa si costisitoare, taxele putand urca pana la de 3 ori valoarea terenului.&lt;br /&gt;&lt;br /&gt;- Terenul trebuie sa aiba o cale de acces auto si pietonala din drumurile publice. Prein regulamente, aceasta este stabilita la 4 metri latime in Bucuresti.&lt;br /&gt;&lt;br /&gt;-Terenul trebuie sa aiba destinatia conforma cu ceea ce dorim sa construim. Desi este terenul nostru, nu putem construi un imobil cu 5 etaje pe acesta decat daca regulamentul permite in mod expres acest fapt. De asemenea, in zonele destinate locuintelor, nu putem realiza hale de depozitare, unitati de productie, etc.. Pentru a afla care este destinatia terenului, in conformitate cu regulamentul local de urbanism, trebuie sa obtinem un CERTFICAT DE URBANISM care specifica aceste date.&lt;br /&gt;&lt;br /&gt;-Terenul trebuie sa aiba asigurate utilitatile pentru alimentarea cu energie electrica, gaze, apa, canalizare, etc. Daca alimetarea cu apa se poate realiza in regim local (cu put forat), iar canalizarea cu un tanc septic vidanjabil, energia electrica este absolut indispensabila. De exemplu, pentru Acordul de Mediu este uneori solicitat de catre avizator si obtinerea unui aviz (suplimentar fata de ceea ce solicita certificatul de urbanism) de la Apele Romane.&lt;br /&gt;Deoarece constructia unei locuinte poate dura numai 6 luni (zidarie de caramida) sau chiar mult mai putin pentru locuintele din lemn sau alte structuri usoare, durata de minim 3-4 luni necesara obtinerii autorizatiei de construire este nefiresc de mare.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;La o prima vedere ar exista doua solutii pentru “fluidizarea” sau simplificarea procesului de autorizare al constructiilor:&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;•Solutia asigurarii cu specialisti (sau colaboratori de specialitate) in cadrul primariilor, astfel incat certificatul de urbanism sa aiba incluse date referitoare la retelele din zone, posibilitatile reale de bransare, conditiile de autorizare pentru diverse tipuri de constructii, in concordanta cu legile de protectie a mediului, de prevenire si stingere a incendiilor, protectiei civile, sanatatii publice, etc Evident ca nici o primarie nu poate asigura dezvoltarea unei baze de date si a unui numar de specialisti suficienti in conditiile in care taxa certificatului de urbanism nu poate acoperi astfel de cheltuieli.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;Aceasta solutie reprezinta in fond o ameliorare a actualului sistem de autorizare in domeniul constructiilor. Una dintre piedicile greu de trecut este modul de asumare al responsabilitatii. Este absurd sa ne inchipuim ca un primar de oras, comuna sau sector poate macar studia sumar orice certificat de urbanism sau autorizatie de construire emise de institutia din subordine. Proiectul este scump, costa mult peste asteptari. De ce?&lt;br /&gt;Vreti sa construiti o locuinta relativ mica, de 150 mp desfasurati:&lt;br /&gt;Sunteti dispus sa cheltuiti 1000 de EURO in plus pentru a face economii de 10.000 de EURO? &lt;br /&gt;&lt;br /&gt;1. functionale corecte inseamna adesea mai putine ziduri, mai putini stalpi, mai putine grinzi, suprafete de tencuit mai mici, suprafete de vopsit, lacuit, raschetat, montat, etc mai putine:&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Exemplul 1&lt;br /&gt;&lt;br /&gt;2 Grinzi mai putin pentru o locuinta inseamna 2x 0.25 x 0,35 x 10 m= 1,75 mc&lt;br /&gt;&lt;br /&gt;Consumul de otel pentru un metru cub, la o armare de 100kg / mc este de 175 kg, ceea ce reprezinta:&lt;br /&gt;&lt;br /&gt;-Beton 8.303.968&lt;br /&gt;-Armatura 7.799.575&lt;br /&gt;-Tencuieli fete grinzi 5.385.600&lt;br /&gt;-Zugraveli fete grinzi 2.217.600&lt;br /&gt;-Total: 23.706.743 lei (aproximativ 650 euro)&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Exemplul 2&lt;br /&gt;&lt;br /&gt;Mansardarea etajului in locul realizarii unui nivel complet:&lt;br /&gt;&lt;br /&gt;-11.5 mc zidarie 44.074.095&lt;br /&gt;-1.15 mc betoane din scurtarea stalpilor: 5.456.893&lt;br /&gt;-115 kg armatura 5.125.435&lt;br /&gt;-34.5 mp tencuieli pereti interior: 10.386.915&lt;br /&gt;-34.5 tencuieli pereti exterior, inclusiv termosistemul compus din polistiren expandat: 31.878.000&lt;br /&gt;- Total: 83.101.325 lei (aproximativ 2.655 euro)&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Exemplul 3&lt;br /&gt;&lt;br /&gt;Simplitatea planurilor de arhitectura (1): diferenta dintre un partiu corect rezolvat si unul incalcit, insuficient studiat poate insemna pana la 20% consumuri mai mari la elementele de zidarie si 30% la tencuieli si vopsitorii, ceea ce s-ar traduce in bani, astfel:&lt;br /&gt;&lt;br /&gt;-15 mc zidarii&lt;br /&gt;-1,5 mc betoane&lt;br /&gt;-150 kg armatura&lt;br /&gt;-30 mp tencuieli si vopsitorii&lt;br /&gt;Prin extrapolare cu exemplul de mai sus, reiese din calcul o suma de 2600 EURO&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Exemplul 4&lt;br /&gt;&lt;br /&gt;Simplitatea planurilor de arhitectura (2): un partiu de arhitectura corect rezolvat reduce la minim spatiile de trecere, circulatii, etc si maximizeaza spatiile locuibile:&lt;br /&gt;&lt;br /&gt;10 mp in plus de holuri inseamna:&lt;br /&gt;-1,5 mc zidarie 5.748.795&lt;br /&gt;-1,5 mc beton 3.558.843&lt;br /&gt;-150 kg armaturi 6.685.350&lt;br /&gt;-10 mp sapa 237.256&lt;br /&gt;-10 mp pardoseli 3.500.000&lt;br /&gt;-20 mp tencuieli si vopsitorii 6.336.000&lt;br /&gt;TOTAL 26.066.244, aproximativ 715 EURO&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Exemplul 5&lt;br /&gt;&lt;br /&gt;Calcul structural corect:&lt;br /&gt;&lt;br /&gt;Dimensionarea corecta a armaturii din elementele de beton armat poate aduce economii, astfel:&lt;br /&gt;Daca vom considera un coeficient de armare de 100 de kg/mc beton ca fiind unul optim, in realitate elementele din beton sunt armate cu cantitati de armatura care ajung pana la 140 kg/mc&lt;br /&gt;Daca la o locuinta de aproximativ 150 mp se consuma 70 mc beton, o diferenta in plus de 40 kg/mc inseamna 124.793.200 lei, adica aproximativ 3.400 EURO&lt;br /&gt;Adunand toate valorile de mai sus ajungem la suma totala de 10.020 EURO.&lt;br /&gt;In plus, putem enumera urmatoarele avantaje ale unui proiect bine facut.&lt;br /&gt;&lt;br /&gt;•Dispar costurile neasteptate&lt;br /&gt;&lt;br /&gt;Proiectul contine lista tuturor materialelor necesare executiei:&lt;br /&gt;- Constructorul nu mai poate solicita sume in plus fata de contract deoarece acestea nu pot fi justificate, neputand pretexta aparitia unor consumuri in plus fata de proiect.&lt;br /&gt;-Proiectele “dupa ureche”, in momentul in care sunt puse in opera isi dezvaluie lipsurile arhitecturale. Acesta este momentul in care 90% dintre cei care construiesc intervin pe santier si maresc sau micsoreaza camere, muta sau schimba ferestre, usi, etc. Un proiect corect studiat si cunoscut de catre clientul sau elimina acest risc, deoarec e acesta pe santier nu observa discrepante intre ceea ce isi doreste si ceea ce se construieste. Un proiect bun atunci cand se executa este perceput de proprietar ca materializarea dorintelor sale si nu ca un model a cum nu trebuia construit. Costurile privind modificarea proiectului in santier nici nu pot fi cuantificate deoarece totul tinde sa coste mai mult, executia dureaza mai mult, iar aproape orice detaliu modificat induce probleme intr-o etapa ulterioara.&lt;br /&gt;&lt;br /&gt;•Creste calitatea executiei&lt;br /&gt;- Proiectul bine facut are detaliile necesare constructorului. Acesta nu trebuie sa rezolve detalii care nu sunt cuprinse in proiect, nu trebuie sa inventeze solutii la fata locului si, mai ales stie intotdeauna ce are de facut.&lt;br /&gt;- Proiectul bine facut prevede tehnologii fie cunoscute, fie corect detaliate.&lt;br /&gt;- Proiectul bine facut permite constructorului sa prevada toate fazele de executie si sa intocmeasca un grafic al lucrarilor.&lt;br /&gt;•Contractul de executie este mai avantajos si mai usor de incheiat&lt;br /&gt;- Constructorul poate fi controlat.&lt;br /&gt;- Preturile se pot negocia pentru fiecare articol si manopera in parte.&lt;br /&gt;- Ofertele alternative pot fi luate nu numai pentru contractul global, dar si pentru lucrari partiale.&lt;br /&gt;•Cheltuieli de intretinere, exploatare si reparatii mai mici.&lt;br /&gt;- Economii cu energia: Un proiect bun prevede un sistem unitar de izolatii termice si hidroizolatii. Mai mult, acesta are o orientare corecta a spatiilor interioare in ceea ce priveste isnorirea sau umbrirea.&lt;br /&gt;- Economiile de intretinere legate de costul energiei consumate sunt considerabile, o casa prost izolata termic avand cheltuielile cu pana 100% mai mari.&lt;br /&gt;- Economii privind reparatiile de intretinere si reparatiile capitale: O casa bine proiectata nu are igrasie sau infiltratii. Nu are finisaje care in timp se distrug datorita proastei scurgeri a apelor pluviale. La o casa bine proiectata tasarile terenului sunt cunoscute si nu induc fisuri in pereti, finisaje, etc care sa encesite reparatii sau, si mai rau, consolidari ulterioare.&lt;br /&gt;&lt;br /&gt;Fata de cele de mai sus, nu am mentionat principalul avantaj al comenzii unui proiect: Aspectul casei.&lt;br /&gt;&lt;br /&gt;Degeaba plantam iedera care sa se catere pe pereti. Degeaba amenajam gradina cu flori si arbusti ornamentali. Degeaba montam parasolare, umbrele, si placam toata casa in marmura sau granit. O casa urata in proiect ramane o casa urata. Lipsa de proportii cu greu poate fi compensata de orice alt artificiu. Aspectul placut nu sta in finisajele scumpe ci in echilibrul compozitiei. Va sfatuiesc sa faceti o plimbare prin cartierele vechi ale Bucurestiului: Nu toate casele sunt extraordinar de frumoase, dar nici una nu este suparatoare. Desi extrem de diferete, casele din Cartierul Primaverii, pe loturile extrem de mici pe care au fost facute aduc fiecare in parte cate un crampei de poveste dintr-o alta lume, cu lucruri frumoase, cu locuinte de calitate. Nu ii invidiem pe unii dintre cei care au stat sau mai stau acolo pentru ca au avut vreo functie in aparatele politice si de stat ale epocii comuniste. Ii invidiem pentru frumusetea caselor in care au reusit sa locuiasca. Cand au fost construite acele vile ele nu rivalizau cu palatele inaltei aristocratii de pe Bulevardul Kisseleff sau de aiurea din Bucuresti. Dar un anumit simt al masurii, o scara unanim acceptata a valorilor a permis construirea acestui cartier. (procent de ocupare a terenului), C.U.T. (coeficient de utilizare a terenului), regim de inaltime,&amp;nbsp; ... pana la ... modificarea unor detalii banale pentru nespecialisti insa esentiale pentru cladire precum: culoarea exterioara a cladirii, balustradele, golurile s.a.m.d.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Cine e de vina pentru toate acestea ??? &lt;br /&gt;Ei bine, aceasta este o intrebare la care daca ar fi sa raspundem precum un politician roman din prezent, am arunca mingea dintr-o curte in alta. &lt;br /&gt;Raspunsul este: TOATA LUMEA !!! Ramane de vazut doar cum se impart procentele in acest grafic al vinovatiei. &lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; In opinia mea beneficiarul poarta 50 % din vina. De ce? Pentru ca in primul rand specialist sau nu el este BENEFICIAR! El devine proaspatul proprietar al acestor ilegalitati pana la urma si toate acestea se fac cu acordul lui. Suntem siguri ca un asemenea demers ar fi incununat de succes”, se arata in petitie.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;In urma cu doua luni, s-a zvonit ca un magazin al retailerului suedez se va deschide si la Cluj-Napoca, insa oficialii firmei nu au confirmat, dar nici nu au infirmat acest lucru. “Sunt convins ca atat zona de nord-vest a tarii, cat si cei care vor fi dispusi sa investeasca intr-un astfel de proiect vor avea de castigat.
